US And European Countries Advocate Normandy Four Talks

Heads of five states and governments – Germany, the USA, France, Italy, the UK – have spoken in favour of resuming negotiations of the Normandy quartet: Russia with Ukraine with the participation of France and Germany, the press service of the Elysee Palace has said.

« They all recalled the need for Russia to resume talks with Ukraine within the framework of the so-called Normandy group under the auspices of France and Germany, » the statement reads. It noted that the five leaders « shared their analysis of the tensions between Russia and Ukraine ». They also « expressed their determination to respect the sovereignty of Russia and Ukraine » and said they were committed to « maintaining peace and security in Europe ».

« The Normandy Four – Russia, Ukraine, Germany and France – began its work in June 2014. This format discusses the peaceful resolution of the situation in south-eastern Ukraine. The Minsk agreements are recognised as the basis for it. The February 2015 Minsk agreements between the heads of Russia, Ukraine, France and Germany are aimed at resolving the armed conflict in the Donetsk and Luhansk regions of Ukraine, part of whose territory is controlled by the self-proclaimed DNR and LNR.

The Normandy quartet last met in Paris in late 2019. Then Presidents Vladimir Putin, Emmanuel Macron, Vladimir Zelensky and German Chancellor Angela Merkel agreed on a ceasefire on the lines of contact in Donbas. At the same time, decisions were taken to enshrine the special status of Donbas in the Ukrainian constitution and the mechanism for a special governance order in the territory after local elections.
